Regulations Governing the Organization of the Kinmen County Museum

Article 1

These Regulations are enacted pursuant to Article 13 of the Kinmen County Government Organization Self-Governance Ordinance.

Article 2

The Kinmen County Museum (hereinafter referred to as “the Museum”) shall have one Director, who shall, under the orders of the County Magistrate and under the supervision and direction of the Director-General of the Kinmen County Cultural Affairs Bureau, be responsible for the overall administration of the Museum and shall direct and supervise its employees.

Article 3

The Museum shall be responsible for the following matters:

1. The collection, preservation, research, and exhibition of cultural artifacts; guidance, supervision, and evaluation of matters relating to local museums and cultural centers; and assistance in handling emergency situations.
2. Educational outreach, exhibition planning, maintenance of exhibition facilities, guided tours and interpretation, marketing and publicity, and volunteer management.
3. General affairs, cashiering, document and records management, procurement and property management, building maintenance and repair, research and evaluation, and other general administrative matters.

Article 4

The Museum shall have the positions of Staff Member and Assistant.

Article 5

The Museum shall have one Personnel Administrator, who shall be concurrently appointed by the Kinmen County Government Department of Personnel and shall handle personnel administration matters in accordance with applicable laws and regulations.

Article 6

The Museum shall have one Accountant, who shall be concurrently appointed by the Kinmen County Government Department of Budget, Accounting and Statistics and shall handle matters relating to budgeting, accounting, and statistics in accordance with applicable laws and regulations.

Article 7

Personnel from the Kinmen County Government Department of Government Ethics shall be assigned to concurrently handle the Museum’s government ethics affairs.

Article 8

The official ranks, grades, and authorized staffing levels for the positions prescribed herein shall be separately stipulated in the staffing establishment table.

The official ranks and grades of each position shall be determined in accordance with the applicable Position Classification and Grade Table.

Article 9

The Museum shall formulate its Detailed Division of Responsibilities Table and submit it to the Kinmen County Government for approval.

Article 10

The date on which these Regulations shall come into force shall be separately prescribed by the Kinmen County Government.
